The ZLB  (  Zero-Length Bod  ) message is a control message with only an  L2TP  header, and its function is to serve as an explicit response to ensure reliable delivery of the control message.

In the following four cases,  LNS  does not send  ZLB  message to  LAC  as a response:  ____  .
